Depuis 2000, la France a mis en place une succession de <\/span><b>politiques climatiques<\/b><span style=\"font-weight: 400;\"> ambitieuses pour r\u00e9duire ses \u00e9missions de CO<\/span><span style=\"font-weight: 400;\">2<\/span><span style=\"font-weight: 400;\">: entre autre, le Plan National de Lutte contre le Changement Climatique (PNLCC) de 2000 substitu\u00e9 par le premier <\/span><span style=\"font-weight: 400;\">Plan Climat 2004-2006<\/span><span style=\"font-weight: 400;\">, la <\/span><span style=\"font-weight: 400;\">Loi d&rsquo;Orientation de la Politique Energ\u00e9tique dite POPE de 2005 <\/span><span style=\"font-weight: 400;\">fixant les orientations de la politique \u00e9nerg\u00e9tique, les Lois Grenelle <\/span><span style=\"font-weight: 400;\">1 (2009) <\/span><span style=\"font-weight: 400;\">et<\/span><span style=\"font-weight: 400;\"> 2 (2010) <\/span><span style=\"font-weight: 400;\">faisant suite au <\/span><span style=\"font-weight: 400;\">Grenelle de l\u2019Environnement de 2007.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L<\/span><b>\u2019<\/b><a href=\"https:\/\/ec.europa.eu\/clima\/policies\/international\/negotiations\/paris_fr\" target=\"_blank\" rel=\"noopener noreferrer\">Accord de Paris<\/a><span style=\"font-weight: 400;\"> a marqu\u00e9 un tournant majeur en 2015 avec la mise en place d\u2019un cadre international durable et ambitieux de coop\u00e9ration pour le changement climatique. L\u2019objectif:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">limiter le r\u00e9chauffement mondial en dessous de 2\u00b0C par rapport aux niveaux pr\u00e9-industriels,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">atteindre un \u00e9quilibre au niveau mondial entre les \u00e9missions et les absorptions de gaz \u00e0 effet de serre \u2013 la \u00ab neutralit\u00e9 carbone \u00bb \u2013 d\u2019ici \u00e0 2050.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">La France, quant \u00e0 elle, a d\u00e9cid\u00e9 d\u2019aller encore plus loin avec sa <\/span><a href=\"https:\/\/ec.europa.eu\/clima\/sites\/lts\/lts_fr_fr.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Strat\u00e9gie Nationale Bas-Carbone (SNBC) <\/span><\/a><span style=\"font-weight: 400;\">introduite par la <\/span><span style=\"font-weight: 400;\">Loi de Transition Energ\u00e9tique pour la Croissance Verte (TEPCV) <\/span><span style=\"font-weight: 400;\">et le 2\u00e8me <\/span><span style=\"font-weight: 400;\">Plan National d\u2019Adaptation<\/span><span style=\"font-weight: 400;\"> au Changement Climatique (PNACC) pour la p\u00e9riode 2018-2022: <strong>atteindre la neutralit\u00e9 carbone avant 2050<\/strong>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Un objectif ambitieux impliquant la r\u00e9forme en profondeur de l&rsquo;ensemble des secteurs de l\u2019\u00e9conomie s\u2019inscrivant dans la lign\u00e9e de la <\/span><a href=\"http:\/\/www.dexma.com\/fr\/blog-fr\/directive-europeenne-sur-lefficacite-energetique\/#more-20040\"><span style=\"font-weight: 400;\">Directive Europ\u00e9enne sur l\u2019Efficacit\u00e9 \u00c9nerg\u00e9tique<\/span><\/a><span style=\"font-weight: 400;\"> ou encore le <\/span><a href=\"http:\/\/www.dexma.com\/fr\/?s=pacte+vert\"><span style=\"font-weight: 400;\">Pacte Vert pour l\u2019Europe<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><span style=\"font-weight: 400; color: #113b6f;\">Mais qu\u2019en est-il des B\u00e2timents ?\u00a0<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Rappelons que <\/span><span style=\"font-weight: 400;\">44% <\/span><span style=\"font-weight: 400;\">des consommations d\u2019\u00e9nergie <\/span><span style=\"font-weight: 400;\">fran\u00e7aises proviennent du secteur du B\u00e2timent, devant le Secteur des Transports (31,7%).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ainsi, concernant la construction, la feuille de route fix\u00e9e par la Strat\u00e9gie Nationale Bas-Carbone (SNBC) offre plusieurs <\/span><span style=\"font-weight: 400;\">axes de travail<\/span><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">guider l\u2019\u00e9volution du mix \u00e9nerg\u00e9tique sur la phase d\u2019usage des b\u00e2timents neufs vers une consommation \u00e9nerg\u00e9tique<\/span><b> totalement d\u00e9carbon\u00e9<\/b><span style=\"font-weight: 400;\">,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>accro\u00eetre les niveaux de performance \u00e9nergie et carbone <\/b><span style=\"font-weight: 400;\">pour les b\u00e2timents neufs dans les futures r\u00e9glementations environnementales,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">viser une <\/span><b>meilleure efficacit\u00e9 \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> des \u00e9quipements et une<\/span><b> sobri\u00e9t\u00e9 des usages<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Le sc\u00e9nario envisag\u00e9 dans les textes de la <\/span>SNBC<span style=\"font-weight: 400;\"> vise, entre autres, un renforcement progressif de la r\u00e9glementation environnementale via l\u2019introduction d\u2019un crit\u00e8re d\u2019\u00e9missions de gaz \u00e0 effet de serre sur l\u2019<\/span><b>ensemble du cycle de vie <\/b><span style=\"font-weight: 400;\">du b\u00e2timent pour arriver \u00e0 un secteur du b\u00e2timent quasi d\u00e9carbon\u00e9.<\/span><\/p>\n<p style=\"text-align: center;\"><strong>Historique et projection des \u00e9missions du secteur des b\u00e2timents entre 1990 et 2050 (en MtCO2eq)<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-35113 size-full\" src=\"http:\/\/www.dexma.com\/wp-content\/uploads\/2021\/04\/Carbon-Emision-France-e1619512274456.png\" alt=\"Historique des \u00e9missions du secteur du b\u00e2timent\" width=\"581\" height=\"412\" srcset=\"https:\/\/www.dexma.com\/wp-content\/uploads\/2021\/04\/Carbon-Emision-France-e1619512274456.png 581w, https:\/\/www.dexma.com\/wp-content\/uploads\/2021\/04\/Carbon-Emision-France-e1619512274456-300x213.png 300w\" sizes=\"auto, (max-width: 581px) 100vw, 581px\" \/><\/p>\n<p style=\"font-size: 10;\"><em>Source : https:\/\/ec.europa.eu\/clima\/sites\/lts\/lts_fr_fr.pdf<\/em><\/p>\n<h2><span style=\"font-weight: 400; color: #113b6f;\">La Future R\u00e9glementation Environnementale des B\u00e2timents Neufs: la RE2020<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">La nouvelle r\u00e9glementation s\u2019inscrit dans une suite de r\u00e9glementations et d\u2019exp\u00e9rimentations visant \u00e0 r\u00e9duire le <\/span><b>bilan \u00e9nerg\u00e9tique de la construction<\/b><span style=\"font-weight: 400;\">. Peu \u00e0 peu, elles ont permis de d\u00e9finir les\u00a0 enjeux et les d\u00e9fis \u00e0 venir pour les ma\u00eetres d&rsquo;ouvrage et les bureaux d&rsquo;\u00e9tudes thermiques (BET) et ainsi d&rsquo;ouvrir le chemin vers une \u201cconstruction plus performante\u201d.<\/span><\/p>\n<p>La <strong>R\u00e9glementation thermique RT2012<\/strong><span style=\"font-weight: 400;\"> visant \u00e0 r\u00e9duire les d\u00e9penses \u00e9nerg\u00e9tiques des b\u00e2timents dans la lign\u00e9e du <\/span><span style=\"font-weight: 400;\">Grenelle de l&rsquo;environnement<\/span><span style=\"font-weight: 400;\">, a inscrit des exigences de r\u00e9sultats en termes de <\/span><b>besoins bioclimatiques<\/b><span style=\"font-weight: 400;\"> du b\u00e2timent (Bbiomax), de <\/span><b>consommation d\u2019\u00e9nergie primaire <\/b><span style=\"font-weight: 400;\">(Cepmax), et de<\/span><b> confort en \u00e9t\u00e9<\/b><span style=\"font-weight: 400;\"> (Ticr\u00e9f).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La <\/span><strong>loi de Transition \u00c9nerg\u00e9tique pour la Croissance Verte (TEPCV)<\/strong><span style=\"font-weight: 400;\"><strong>,<\/strong> mettant en \u0153uvre l\u2019Accord de Paris sur le climat du 12 d\u00e9cembre 2015, a permis la mise en place d\u2019un nouveau standard environnemental ambitieux, avec l\u2019incitation des ma\u00eetres d\u2019ouvrages \u00e0 construire des <\/span><b>b\u00e2timents \u00e0 \u00e9nergie positive (BEPOS).\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Lanc\u00e9e\u00a0 en 2016, l\u2019exp\u00e9rimentation des seuils du <\/span><span style=\"font-weight: 400;\"><strong>r\u00e9f\u00e9rentiel E+C-<\/strong> (\u00c9nergie positive et R\u00e9duction carbone) <\/span><span style=\"font-weight: 400;\">qui a dur\u00e9 3 ans, a pr\u00e9par\u00e9 les bases de la nouvelle r\u00e9glementation et a d\u00e9fini les seuils d&rsquo;exigences retenus par l&rsquo;\u00c9tat en mati\u00e8re d&rsquo;\u00e9nergie et de carbone pour la nouvelle RE 2020. Concernant les b\u00e2timents neufs, l\u2019\u00c9tat, les acteurs \u00e9conomiques et les associations ont travaill\u00e9 conjointement autour de deux grandes orientations:<br \/>\n<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">la g\u00e9n\u00e9ralisation des b\u00e2timents \u00e0 \u00e9nergie positive,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">le d\u00e9ploiement de b\u00e2timents \u00e0 faible empreinte carbone tout au long de leur cycle de vie, depuis la conception jusqu\u2019\u00e0 la d\u00e9molition.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Enfin, est arriv\u00e9e la <\/span><a href=\"http:\/\/re2020.fr\/reglementation-environnementale-re2020-fr\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">nouvelle r\u00e9glementation environnementale \u00ab\u00a0RE2020\u00a0\u00bb<\/span><\/a><span style=\"font-weight: 400;\"> pr\u00e9vue par la loi ELAN (\u00c9volution du Logement, de l\u2019Am\u00e9nagement et du Num\u00e9rique) dont l\u2019<\/span><span style=\"font-weight: 400;\">application avait \u00e9t\u00e9 initialement fix\u00e9e au 1er janvier 2021<\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Compte tenu des circonstances \u00e9conomiques exceptionnelles dues au COVID-19 et du temps n\u00e9cessaire \u00e0 la pr\u00e9paration de la r\u00e9glementation pour l\u2019ensemble de la fili\u00e8re constructive, la RE2020 devrait s&rsquo;appliquer \u00e0 partir du 1er janvier 2022.<\/span><\/p>\n<p style=\"text-align: center;\"><strong>Calendrier RE 2020\u00a0<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-35118 size-full\" src=\"http:\/\/www.dexma.com\/wp-content\/uploads\/2021\/04\/R2020-Calendar.png\" alt=\"Calendrier RE2020\" width=\"512\" height=\"205\" srcset=\"https:\/\/www.dexma.com\/wp-content\/uploads\/2021\/04\/R2020-Calendar.png 512w, https:\/\/www.dexma.com\/wp-content\/uploads\/2021\/04\/R2020-Calendar-300x120.png 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/p>\n<p style=\"text-align: center;\"><em><span style=\"font-weight: 400;\">Source : http:\/\/re2020.fr\/reglementation-environnementale-re2020-fr\/\u00a0<\/span><\/em><\/p>\n<h2><span style=\"font-weight: 400; Le Confort d\u2019\u00c9t\u00e9<\/b><span style=\"font-weight: 400;\">: modulation sur le seuil carbone en construction dans les zones chaudes, afin de pouvoir respecter un crit\u00e8re de confort d\u2019\u00e9t\u00e9 uniforme et \u00e9viter la p\u00e9nalisation forfaitaire et les incompatibilit\u00e9s avec les exigences \u00e9nerg\u00e9tiques.<\/span><\/p>\n<p><b>4. La Construction Carbone<\/b><span style=\"font-weight: 400;\">: conservation de la m\u00e9thode d\u2019<\/span><span style=\"font-weight: 400;\">ACV dite \u201cdynamique<\/span><span style=\"font-weight: 400;\">\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">Pour la premi\u00e8re fois, la r\u00e9glementation tiendra compte des \u00e9missions du b\u00e2timent sur<\/span><b> toute sa dur\u00e9e de vie<\/b><span style=\"font-weight: 400;\">, de sa construction jusqu\u2019\u00e0 sa d\u00e9molition.
